Cyclops and Nausicaa: A Question

My question doesn’t deal with these two chapters directly, but is supplemental to them, I think. I was wondering, if the book starts to shift in technique and perspective after the Sirens chapter, then how are we supposed to interpret the first half of the book as it relates to the second half? In other words, if the interruptions become the book starting around episode 12, then what was Joyce planning to accomplish with the episodes leading up to Sirens? And what it is about the transition, and the timing of the transition in terms of plot, that makes it so jarring and clearly separated from the early chapters of the book?
